§ Mr. Wigleyasked the Secretary of State for Wales if he will introduce regulations to restrict buyers of milk quotas only to those who are already or who intend to become dependent on agriculture for a significant part of their livelihood and who themselves own, or rent, adequate land to use the quotas which they so purchase.
