§ The Prime MinisterThe prosecution of offenders is not a matter for me. I refer the hon. Gentleman to the reply given to him by my hon. and learned Friend the Member for Folkestone and Hythe (Mr. Howard), the Parliamentary Under-Secretary of State for Trade and Industry, who has responsibility for corporate and consumers affairs, on 17 February, and to the reply given to my hon. Friend the Member for Edinburgh, Central (Sir A. Fletcher) by my right hon. and learned Friend the Solicitor-General on 17 February.
