asked Her Majesty's Government:

Whether they will list all local authorities who have not yet fully complied with the Civil Defence (General Local Authority Functions) Regulations 1983; and

Why they have not yet used their reserve powers under the Civil Defence (General Local Authority Functions) Regulations 1983 with regard to Greater London.

There is still a great deal to be done by all authorities before there is a satisfactory state of preparedness as required by the 1983 regulations, but a number of authorities are making encouraging progress.

Home Office Circular ES 1/1986 set out a planned programme for implementation of the 1983 Regulations and a timetable for systematic monitoring. (A copy is in the Library). As part of that programme officials are discussing progress with the London Fire and Civil Defence Authority.
