§ Mr. MellorNo additional funds have been set aside at this stage for the introduction of fresh start and it would not be appropriate for me to say any more while negotiations with the trade unions are in progress. When they are concluded the Government will have to assess whatever emerges in value for money terms.

§ Mr. MellorThe precise staffing requirement of fresh start cannot be determined until each establishment has been reviewed and a complement derived in accordance with fresh start principles and normal consultative arrangements. The current view is that the overall numbers of staff in the service should be sufficient.
