asked Her Majesty's Government:

Whether it is their intention, in their proposals to the Warsaw Pact about negotiations to reduce conventional forces "from the Atlantic to the Urals", to include the European seas, given that large parts of the European land-mass are within range of sea-launched, as well as air- and ground-launched, weapons.

Contacts between representatives of NATO and Warsaw Pact countries on a mandate for negotiations aimed at establishing conventional stability in Europe from the Atlantic to the Urals at lower levels are expected to begin shortly in Vienna. The exact scope of the negotiation will be determined during the course of those contacts.
