§ Mr. FreemanThe Royal Navy has a comprehensive set of measures to combat drug abuse, as do the other two services. Extensive and regular education is given, and active steps are taken to uncover possible abuse. All suspicions and allegations are investigated thoroughly, and where there is sufficient evidence the case is brought to trial either by the naval authorities or the civil courts. The sentences awarded by naval authorities are severe, nearly always involving a period in dentention and often dismissal from the service. Administrative discharge is considered where trial is inappropriate or following a civil conviction. Counselling is arranged for all offenders whether discharged or retained. These measures are regularly reviewed and updated.
