asked the Secretary of State for the Environment whether he intends to introduce legislation to enfranchise the leaseholders of private flats; and if he will make a statement.

Before this can be considered it will be necessary to resolve the technical difficulties over the enforcement against successive owners of freehold flats of positive covenants dealing with the repair and maintenance of common parts of the provision of common services. My noble and learned Friend the Lord Chancellor has set up a working group headed by a law commissioner to put forward a scheme to regulate relations between the owners of properties which are interdependent, such as blocks of flats, and has asked the group to report by the middle of the year.
