§ Mr. NewtonIt is for district and regional health authorities to plan service provision within the resources available to meet local needs and circumstances, taking account of factors such as social deprivation where these have an impact on need for health care. The £30 million special fund recently announced by my right hon. Friend will particularly benefit many inner city areas.
