Mr. Alfred Morris

asked the Secretary of State for Social Services if he will request Sir Roy Griffiths to seek evidence from organisations of and for people with disabilities in his overview of community care policy; and if he will make a statement.

Mr. Major

I understand that Sir Roy Griffiths will be reading, visiting and meeting widely in the course of his overview. I am sure that this will include paying careful attention to the views of organisations of and for disabled people.

Mr. Alfred Morris

asked the Secretary of State for Social Services, pursuant to the reply to the right hon. Member for Manchester, Wythenshawe on 16 January, Official Report, column 348, if a severe disability premium will be payable to a person who has someone living with him to care for him who is ineligible for invalid care allowance on account of (a) receipt of an overlapping benefit such as retirement pension or (b) earnings of more than £12 a week; and if he will make a statement

asked the Secretary of State for Social Services if, pursuant to the reply to the right hon. Member for Manchester, Wythenshawe on 27 January, Official Report, column 226, he will list those authorities which made no arrangements for the provision to disabled people of (a) telephones, (b) aids to daily living or (c) adaptations in the last year for which information is available; if he is satisfied that not one disabled person in those authorities needed the particular service; and if he will make a further statement.

asked the Secretary of State for Social Services when he proposes to implement the Disabled Persons (Services, Consultation and Representation) Act 1986; and if he will make a statement.

Mr. Major

I am unable to add to my reply to the hon. Member for Roxburgh and Berwickshire (Mr. Kirkwood) and the hon. Member for Caernarfon (Mr. Wigley), on 26 November 1986 at column289. I plan to meet the local authority associations on 24 February to discuss issues relating to the implementation of the Act.
