asked the Secretary of State for the Environment whether it remains his policy to uphold statutory structure plans in determining planning appeals; and what are the factors which might lead him to accept departures from such plans.

So far as they are material to the particular proposal, development plans must by law be taken into account in determining planning appeals. That does not mean, however. that they cannot be overriden by other material considerations.
