Mr. Marlow

asked the Secretary of State for Foreign and Commonwealth Affairs what action has been taken to monitor the results of recent European Economic Community policies to encourage the flow of Palestinian products into the European Economic Community.

Mr. Alan Clark

[pursuant to his reply, 3 February 1987, c. 571]: Her Majesty's Customs and Excise has introduced a system for recording imports originating in the occupied territories which benefit from the tariff arrangements introduced by Council regulation (EEC) 3363/86 of 27 October 1986. This will enable us to monitor developments closely. There have as yet been no such imports.

They ignore the effects of the United Kingdom VAT abatement. The 1986 figures are taken from the 1986 Budget. The 1987 figures are taken from the 1987 draft budget.
  3. 3. Portugal joined the Community on 1 January 1986. It does not pay VAT, but financial contributions linked to its GNP share. The VAT figures for 1986 and 1987 take account of these financial contributions.

Mr. Gould

asked the Chancellor of the Exchequer whether he will publish in the Official Report a table revising and bringing up to date the table provided in his answer to the hon. Member for Dagenham (Mr. Gould) dated 7 July 1983, Official Report, column 173, showing receipts from and payments to the EEC budget, together with an estimate for 1986 and a forecast for 1987.
