asked the Secretary of State for the Environment in what way he expects the proposed community charge for England and Wales to differ from that for Scotland.

The main features of the community charge will be the same throughout Great Britain. Inevitably, there will be a number of differences in the operation of the community charge in England and Wales and in Scotland, largely reflecting differences in the legal systems and administrative practice. My right hon. Friends have placed in the Library a document which sets out how they envisage the community charge working in England and Wales.
