asked Her Majesty's Government:

Whether, in elaboration of their reply to the Question of Baroness Burton of Coventry on 22nd January (cols. 1032–4), concerning ratification of the Single European Act by member states of the European Community, they will explain more fully why "the Irish court case" (col. 1033) is causing delay.

On 24th December the High Court in Dublin granted an interlocutory injunction to a private individual which restrained the Irish Government from depositing its instrument of ratification of the Single European Act until the High Court had determined the constitutionality of those articles of the Act affecting Irish domestic law. The hearing in the High Court has only just finished. Judgment is expected before mid-February.
