§ Mr. MellorRecent developments were set out in my reply to my hon. Friend on 20 November, at column 302. Since then the Council of Europe Pompidou Group of Ministers, at its meeting in London last month, has agreed a wide-ranging new plan of action; the Drug Trafficking Offences Act 1986 has come fully into effect, and we have announced a £2.1 million scheme for drug-related teacher training in 1987–88, provision of an extra £1 million in 1987–88 to enable drug misuse agencies to reach more drug misusers and provide more counselling on AIDS.
