asked the Secretary of State for the Home Department if he will set out the terms of reference of the Devon and Cornwall police in their investigations relating to the conduct of certain police officers allegedly involved in the ill treatment of prisoners on 21 to 24 November 1974 at Queens road police station, Birmingham, and Morecambe police station, Lancashire.

The chief constable of the Devon and Cornwall constabulary has been asked to undertake inquiries into the allegations made by the former West Midlands police officer, Mr. Thomas Clarke, that while he was on duty at Queens road police station he witnessed intimidation of, and saw signs of injury on, five of the six men who were later convicted of offences arising from the Birmingham pub bombings in November 1974.
