Mr. Ashdown

asked the Secretary of State for Education and Science if he will publish a list showing for each local education authority in England (a) the estimated cost of primary school capital projects other than provision of basic need contained in the plans submitted to his Department for 1987–88 and (b) the estimated cost of primary school capital projects for basic need contained in the plans submitted to his Department for 1987–88; and if he will make a statement.

The expenditure plans submitted by local education authorities are not presented in a form that allows this information to be extracted.

asked the Secretary of State for Education and Science what information was received by his Department in response to the circular letter to local education authorities in mid-1986 seeking information in connection with the authorities' plans for education capital expenditure in 1987–88 on (a) numbers of substandard places in unremodelled primary schools constructed before 1903 and (b) numbers of such places considered to serve areas of educational and social disadvantage; if he will publish such information as he has available; and if he will make a statement.

The information requested is set out in the following table. It does not present a reliable national picture of the incidence of substandard places or of areas of educational and social disadvantage for several reasons. For example, a number of authorities failed to supply any information, or supplied only a part of what was requested. In addition, authorities themselves are asked to judge what constitutes an area of educational and social disadvantage: the information at (b) cannot therefore be taken as consistent or comparable.
