§ Mr. NewtonI am aware of the fellowship's leaflet "Ten proposals on AIDS". The Government consider AIDS a most serious threat to health and have given priority to the development of a flexible and responsive strategy to meet the growing challenge of this new disease. It comprises four parts
909Wpublic health measures, such as screening blood donations and a system of monitoring the spread of AIDS and HIV; public education, so that people can learn how to avoid HIV;research into vaccines against HIV infection and anti-viral therapies for those who are infected; anddevelopment of services for those with AIDS or HIV infection.As my right hon. Friend made clear when he addressed the United Nations general assembly on 20 October, we are also laying stress on the need for international cooperation in this field.
