The central grants shown comprise the Pre-school Playgroups Association, the voluntary Liaison Committee for Under Fives and the under fives initiative. Other voluntary organisations are also concerned with children under five, but it is not possible to identify their expenditure on under fives separately.

From 1982–83, chold-minding is included in grants from local authorities.

From 1983–84, central grants for the under fives initiative are included.
