§ Mr. NewtonClause 4 of the Health and Medicines Bill, currently being considered in committee, creates new opportunities for health authorities to generate extra resources to improve health care. I refer my hon. Friend to what I said concerning this clause during the debate on Second Reading on 7 December 1987 at columns 41–42. I have no further statement to make at this stage.
