§ Mr. DunnA joint circular was published by DES and DHSS in July 1986 which drew the attention of education, health and social services authorities to this report. The recommendations on educational matters are directed not at my right hon. Friend, but at local education authorities. It is for individal LEAs to consider the recommendations of the report.
