To ask the Secretary of State for Social Services what are the total savings in 1988–89 from uprating the illustrative figures for personal allowances in income support set out in the technical annex of the White Paper "The Reform of Social Security" Cmnd. 9091, by

insurance contribution credits, but without drawing unemployment benefit; and how many are currently within this category.

On 14 May 1987, the latest date for which figures are available, there were 433,071 persons registered as unemployed and not receiving unemployment benefit or supplementary benefit but receiving national insurance contribution credits. The reasons for unemployment benefit not being paid are shown in the table.
