To ask the Minister of Agriculture, Fisheries and Food what plans the Government have to introduce restrictions on the tethering of horses, ponies and donkeys.

I have been asked to reply.

There are no such plans. It is already an offence under the Protection of Animals Act 1911 to cause unnecessary suffering to a domestic or captive animal. It is also an offence under the Abandonment of Animals Act 1961) to abandon a domestic or captive animal in circumstances likely to cause unnecessary suffering.
