§ Mr. MellorThe secretary general has now received preliminary responses from Iran and Iraq to his detailed plan for the implementation of Security Council resolution 598, of which a ceasefire is the first and crucial element. He has had recent discussions on this with emissaries from Tehran and Baghdad. However, there is unfortunately little sign of progress. We are continuing to press for early work on enforcement measures in case the secretary general's untiring efforts are not successful.
