§ Mr. Peter BottomleyThere are no plans to do so. Legislation places on drivers and cyclists the responsibility of driving or cycling with due care and attention at all times. A road user who fails to do so as a result of distraction or lack of concentration because of the use of headphones is liable to prosecution.
