§ Mr. Wyn Roberts[holding answer 14 December 1987]: No. While provision for Clwyd's grant-related expenditure has been increasing in real terms with a continuing slow fall in pupil numbers, its primary sector pupil-teacher ratio has been rising. Decisions on staffing levels are for the local education authority and it must decide how to manage its resources.
