§ Mr. PortilloThe Department's staff are instructed to advise claimants of refusal of a single payment for a404W cooker by the issue of a special form (Form BO3D). This gives a general explanation of the reasons for refusal, explains the right of appeal to an independent tribunal and refers to the citizens' advice bureau and local law centre as sources of help and advice in appealing. It also offers a more detailed explanation of the decision if the claimant requests it.
