§ Mr. Kenneth BakerFollowing the Second Reading on 1 December of the Education Reform Bill, which makes provision for the establishment of a Polytechnics and Colleges Funding Council, I have invited Sir Ronald Dearing to become the first chairman of the council. I am delighted to say that he has accepted. Sir Ronald will relinquish his present appointment as chairman of the Council for National Academic Awards next summer.
