§ Mr. David MitchellIt is the responsibility of British Rail to plan the provision of future rail links with the tunnel. Section 40 of the Channel Tunnel Act requires them to publish proposals by 31 December 1989. I understand that the board intends to consult widely during the preparation of this plan.
