§ The Prime MinisterThe staff counsellor for the security and intelligence services will report to me, and to my right hon. and learned Friend the Foreign and Commonwealth Secretary and my right hon. Friend the Home Secretary as appropriate. It has been the practice of successive Governments not to comment publicly on security and intelligence matters.
