§ The Prime MinisterThe December 1986 European Council statement reaffirmed all EC partners' commitments to make no concessions under duress to terrorists or their sponsors. This remains our position which I shall restate at the Council. I expect that the French Government will wish to take the opportunity of the European Council on 4–5 December to give an account of the events leading to the release of the French hostages.
