To ask the Secretary of State for Transport when he intends to introduce measures requiring the installation of maximum speed limiters for(a) coaches already in use, (b) new coaches and (c) heavy lorries.

New regulations to fit speed limiters to coaches will be made shortly. They will require new coaches to be fitted with a speed limiter from 1 April 1989, coaches first used on or after 1 April 1984 to be fitted from 1 April 1990, and older coaches from 1 April 1991.

There are no plans at present to require the fitting of speed limiters to heavy lorries, for which maximum speed limits of 60 mph (motorways) 50 mph (dual carriageways) and 40 mph (single carriageways) already apply. We are examining ways of ensuring greater compliance with these limits.

Some lorry operators fit limiters on a voluntary basis.
