Mr. Soley

To ask the Secretary of State for the Environment what estimate he has made of the effects on the housing revenue accounts and capital programmes of housing authorities of the proposed abolition of project control.

Mrs. Roe

The abolition of project control is expected to have a neutral effect on local authorities' housing revenue accounts and capital programmes.

Mr. Soley

To ask the Secretary of State for the Environment if his Department has undertaken any detailed appraisal of housing needs and the ability of housing authorities to continue with improvements and repair schemes following the abolition of project control; and if he will make a statement.

Mrs. Roe

The responsibility for assessing housing need is a matter for individual housing authorities. The abolition of project control will not affect their ability to continue with improvements and repair schemes.

To ask the Secretary of State for the Environment what is his assessment of the implications for the level of housing subsidy, under the proposed abolition of project control, of those authorities which agreed that former Greater London council estates outside the Greater London council boundaries be transferred to their residing authority at no cost to tenants or ratepayers.

Mrs. Roe

Authorities that have received dwellings from the Greater London council treat these dwellings in the same way as other dwellings and the abolition of project control should make no difference to their entitlement to housing subsidy.

To ask the Secretary of State for the Environment what guidance his Department has given to owner-occupiers who have bought property on former Greater London council estates regarding their responsibilities for improvements and repairs, in the light of the proposed abolition of project control.

Mrs. Roe

The abolition of project control will not affect owner-occupiers of former GLC dwellings.
