§ Mr. PattieThe initiatives for such commercial arrangements must lie with companies. The role for Government is in support of their efforts. To this end my hon. Friend the Parliamentary Under-Secretary of State has met many of his European counterparts. I am encouraged by the number of companies successfully developing arrangements of this kind.
