§ The Parliamentary Under-Secretary of State, Department of the Environment (Lord Skelmersdale)The study commenced on 1st December 1986, cost £97,600 plus expenses, and was completed on 27th March 1987, My honourable friend the Parliamentary Under-Secretary of State will decide whether any further announcement about the study is needed when he has considered the report.
