§ Mr. TraceyLocal authorities already have discretion to take into account a number of factors other than dwelling condition, including the needs of the grant applicant. We are considering changes to the system to reflect more directly applicants' needs and resources, in the light of responses to the Green Paper "Home Improvement — A New Approach" and subsequent representations.
