What is the best estimate of the total number of the adult population of:

  1. (i) England;
  2. (ii) Scotland;
  3. (iii) Wales; and
  4. (iv) Northern Ireland
who are unable to:
  1. (i) read English;
  2. (ii) write English;
  3. (iii) either read or write English; and
what approximate proportion of these in each case belong to:
  1. (i) English speaking;
  2. (ii) non-English speaking ethnic minorities.
