§ Mr. Gareth Wardellasked the Secretary of State for Education and Science what recommendations and guidelines his Department issues to local education authorities regarding the numbers of staff in primary schools which cater for children who are(a) physically handicapped and (b) highly intelligent and have special needs under the Education Act 1981.
§ Mr. DunnCurrent guidance on staffing in special schools and classes in England is set out in the Department's circular 4/73. This gives advice to local education authorities on standards for schools for different handicaps, including the physically handicapped. It does not, however, specifically cover children who are highly intelligent and have special needs under the 539W Education Act 1981. This guidance is at present under review. I shall send the hon. Member a copy of circular 4/73.
