§ Mr. Bruceasked the Secretary of State for Scotland what action he proposes to take to ensure that the 459W introduction of the community charge does not deter students from outside Scotland applying to take courses at Scottish universities.
§ Mr. AncramMy noble Friend the Minister of State at the Scottish Office agreed, during discussion of the Abolition of Domestic Rates etc., (Scotland) Bill at Committee Stage in the House of Lords on Thursday 2 April, to consider the position of students, including students from outside Scotland, under the proposals to replace domestic rates by a system of community charges. I do not however consider that the proposals will represent a significant disincentive to students from outside Scotland undertaking university and college courses in Scotland.
