asked the Secretary of State for Scotland whether he will tighten the requirements for competitive tendering for local authority road works in Scotland; and if he will make a statement.

My right hon. and learned Friend has now considered the results of a survey of roads authorities in Scotland, and has decided to reduce from £50,000 to £25,000, with effect from 1 April 1988, the threshold above which all general roads works in Scotland must be put out to tender. Subject to the outcome of a further survey of the performance of Scottish roads authorities over the period 1986–87, regulations to make this change will be laid in due course. We are satisfied that this further measure of competition will help to secure better value for money expended by local authorities on roads work.
