Approval for the establishment of a new consultant post by a district health authority in Wales is a matter ultimately for my right hon. Friend. By agreement with the medical and dental professions, my Department's consideration of applications for the establishment of such posts follows on advice from the Welsh Medical and Dental Manpower Committee, which is composed of leading members of the professions in Wales.

In considering any particular proposal, the Committee generally has regard to all the circumstances of that case: this will normally include service need, the professional content of the proposed post and its location within the operational and professional structure of the health authority.

My Department has requested further information from the West Glamorgan district health authority about its proposal to resolve the operational difficulties of providing 24-hour cover at the accident and emergency
