§ Mr. Michael SpicerThe Civil Aviation Authority is responsible for the safety of air traffic control in the United Kingdom. I am advised by the authority that it would not allow the system to become overloaded and unsafe. If necessary, procedures would be introduced to control the flow of traffic at peak periods to prevent overloading.
