Mr. Tony Lloyd

asked the Secretary of State for the Environment what projects currently funded under the urban programmes will begin to lose financial support in 1987–88 in the city of Manchester through the taper mechanism; and what is the total value of this.

The following projects begin to lose financial support in 1987–88 through the taper mechanism. The total sum involved in that year is £57,000.

  • North Manchester Womens' Aid Refuge.
  • Morning Star Hostel (Mary & Joseph).
  • Manchester and Salford Family Service Unit "Drop in".
  • YDT 42nd Street Community Mental Health.
  • Manchester and Salford Methodist Mission Family Support Centre.
  • NACRO Lifeline for Drug Users.
  • Platt Lane Methodist Church.

asked the Secretary of State for the Environment if he will assist local authority planning by bringing forward the date at which decisions on specific projects to be funded under the urban programme are made.

Under the arrangements which ensure the effective targeting of the urban programme, all projects must be put forward and assessed in the context of a strategy set out in an inner area programme (IAP). Each IAP is processed as quickly as possible after it is received. I am keen that local authorities should submit their IAPs well before the beginning of the financial year to which they relate, and for 1987–88 most local authorities have been able to do so.

This will depend on the decision to be taken on Manchester's complete inner area programme for 1987–88, which has yet to be submitted to me.
