§ Mr. Ashdownasked the Secretary of State for Education and Science (1) if he will publish a table showing for each local education authority in Greater London that replied to both of his Department's circular letters dated 5 February 1982 and 30 June 1986 requesting information on sub-standard primary school places (a) the capital allocations made for each year 1982–83 to 1985–86 inclusive, in cash terms, and (b) the capital expenditure bids submitted for each year 1982–83 to 1985–86 inclusive, in cash terms; and if he will make a statement;
(2) if he will publish a table showing for each metropolitan district education authority outside Greater London that replied to both of his Department's circular letters dated 5 February 1982 and 30 June 1986 requesting information on sub-standard primary school places (a) the capital allocations made for each year 1982–83 to 1985–86 inclusive, in cash terms, and (b) the capital expenditure bids submitted for each year 1982–83 to 1985–86 inclusive, in cash terms; and if he will make a statement;
(3) if he will publish a table showing for each non-metropolitan county education authority that replied to both of his Department's circular letters dated 5 February 1982 and 30 June 1986 requesting information on sub-standard primary school places (a) the capital allocations made for each year 1982–83 to 1985–86 inclusive, in cash terms, and (b) the capital expenditure bids submitted for each year 1982–83 to 1985–86 inclusive, in cash terms; and if he will make a statement.
§ Mr. Dunn[pursuant to his replies, 12 March 1987, c. 262]: Funding for local education authority capital expenditure is not provided by the Department, but is the responsibility of the LEAs. The level of capital spending they may undertake in any year is, however, limited to the allocation notified to them by the Department, plus the flexibilities permitted by the Local Government, Planning and Land Act 1980. Capital allocations are calculated by applying a standard set of criteria to the information supplied by all LEAs on a common basis. The information requested for the years 1982–83 to 1985–86 broken down between authorities within Greater London, metropolitan districts and non-metropolitan authorities is set out in the table.
