Whether the Soviet authorities have approached them and/or the United States Government on the subject of the proposed new installations at Fylingdales.

The Soviet Union has indicated that if the United States halts the modernisation of the radar installation at Thule, Greenland and forgoes the planned modernisation of the similar facility at Fylingdales, then the Russians will halt the construction of a large-phased array radar at Krasnoyarsk. We have already made it clear to Soviet authorities that Fylingdales and Krasnoyarsk are not comparable. There was a ballistic missile early warning installation at Fylingdales long before the ABM Treaty was signed in 1972, and HM Government are satisfied that any modernisation of the existing facility will be in full conformity with US obligations under the ABM Treaty.
