§ Mr. DunnThe Government's current targets for the removal of surplus primary and secondary school places are set out in the January 1986 public expenditure 'White Paper (Cmnd. 9702). Surplus school places are measured by comparing the capacity of school building stock, enhanced by expected basic need additions, with projected pupil numbers in each of the primary and secondary sectors.
