§ Mr. Tracey[pursuant to his reply, 17 July 1986, c. 625]: Planning permission for the development had not in fact been given at that time. Accordingly, consideration was given as to whether my right hon. Friend the Secretary of State should call in the applications, but it was decided that such action was not justified.
