asked the Chancellor of the Exchequer what reforms in European Economic Community budgetary procedures he will propose as President to ensure that commitment appropriations are not agreed unless there is revenue to meet them.

The United Kingdom and other member states have repeatedly insisted in the Council that decisions on commitment appropriations must be taken in accordance with the budget discipline conclusions and in full knowledge of their implications for payment obligations in future years. We have also supported the Commission's initiative in preparing four-year rolling projections of expenditure and revenue. I do not think that the United Kingdom Presidency could usefully propose procedural reforms at this stage.
