HL Deb 17 October 1986 vol 480 c1094WA
Lord Chelwood

asked Her Majesty's Government:

Whether they will summarise the international safeguards against converting nuclear material into weapons to which Israel should be subject, and with which Israel complies.

The Minister of State, Foreign and Commonwealth Office (Baroness Young)

In spite of repeated lobbying by the UK and by other governments, Israel has not signed the Non-Proliferation Treaty, and is therefore not obliged to submit all her nuclear facilities to International Atomic Energy Agency safeguards.

An agreement providing for agency safeguards on nuclear materials, equipment, and facilities supplied by the United States of America to Israel was signed on 4th April 1975. The research reactor at Nohal Soreq is subject to visits by agency safeguards inspectors. The reactor at Dimona is not subject to safeguards.
