asked Her Majesty's Government:

Whether they would welcome a verifiable international agreement banning all nuclear weapons.

Complete and general disarmament under effective international control remains our ultimate goal. The immediate priority is for the two sides at the Geneva nuclear and space talks to agree deep reductions in their nuclear arsenals. We hope that President Reagan and Mr. Gorbachev's meeting in Reykjavik will permit early progress towards this goal.
