§ Mr. NewtonThe Government remain fully committed to improving equity of access to services for people in equal need. We have set in hand a review of the RAWP formula to explore the scope for improving the way in which the formula measures relative need. Meanwhile, in order to assist with transitional problems in some districts, my right hon. Friend announced on 6 November the setting up of a special fund of £30 million available over the next two years.
